In City of Spies: Estoril 1942, players recruit spies to complete missions. Most spies have special abilities that assist in controlling locations around the city. The player with the most influence at a location recruits a new apy as a reward.

The player who can outsmart their opponents, pick the right spies at the right time, and earn the most points from their network of spies and secret objectives will win!
